Dear Mr. Khang,

May this cover letter serve as your introduction to Evaluation Scientific Research of SET students. As a student at SET, I am pleased to present our grant proposal for your review. We look forward to demonstrate to you a research about: “The evaluation of the status of current scientific research in School of Electronics and Telecommunications. The reason that we are very interested in supporting for a research about the effects of the solution. I believe we would bring valuable skills, experience and knowledge to the support of this research.

Our purpose is to do advance researches about the research activities. From these researches, we have detail reports about positive consequences, negative consequences and problems that exist in research activities of SET students. Finally, we will make appropriate adjustments recommendations.

For this research, we want to obtain main goals: the evaluation of status of current scientific research activities of SET students. We will use several kinds of methodology, such as conducting interview, delivering questionnaire survey and deduce conclusions. We have seen measurable success and we want to point out to you the status of research activities at our university to help you give some changes to improve these activities.

 successful job career in the future. Furthermore, these students often have more opportunities to approach and update the science and technology advances. The more advanced knowledge students get, the more competitive advantages they have in the modern economy.
	On the other hand, one of the main responsibility of the study is that find out the outstanding obstacles to prevent students from researching. After collecting students’ feedback and analyzing the data, our group realize three basic factors affecting directly the students’ doing research.

From the figure 6, the general view is that K54 has best condition to participate in research because with four studying years, they have had enough time to accumulate academic knowledge. Besides, the fourth year students often concentrate more on studying rather than other outdoor activities. It is easy to notice that cost is the biggest problem for K54.
	K53 said that since they are too busy for graduating project, they could not do research although they have enough experiences and ability. This explain 42% students thought that the shortage of time affects most on the research, whereas only 14% students said that they did not have enough confidence to do research due to lack of experiences. In contrast, inexperience is generally considered as the most affected factor on K55. In addition, time is not really one big obstacle to them. With the previous core factors, health also influences directly on their research. Furthermore, some students think that participating extracurricular activities bring more beneficial effects such as both soft skills real knowledge than doing research.
	The final question on the questionnaire survey is about students’ suggestion to improve the effectiveness of doing research. Because almost of students have difficulty in research cost, they expect that SET will establish a fund to support students during the period of their research. Besides, some students suggest that instructors should pay more attention to counseling activities like providing research topics, professional materials and giving advices to help students complete their projects. Moreover, the lack of modern equipments in Lab is a burden when students do research. Consequently, improving equipments is one of the effective method to increase the result of student’s researches. Last but not least, students recommend that SET should cooperate with national and international companies to apply their research to real life.
Lecturer interview
	In the end of May, our group were invited to come SET students’ research summary conference in 2013. On this occasion, our group had opportunity to interview Mr. Pham Ngoc Nam and discuss about the state of students do research in SET. According to the interview, the following figure were pointed out.

He said that: “There are 8 Laboratory in SET with more than 140 students who are currently researching. But a number of students are decreasing gradually in recent years”. Continuing the interview, he gave some evidences that students participated in some contests like Robocon and creative students, were not as good as they were in previous years. In some laboratories, the equipments were purchased in many years ago and they have been used until now. The Head of SET plan to buy the new ones but the cost is a huge problem.
After interviewing Mr. Nam, our group went to BME lab to interview Mr. Huan to get some information about the students who are researching in there. From Mr. Huan our group know that there are 12 students in BME lab. However, there are only 2 equipments: oscilloscope and function generator. He wanted to purchase some high-tech equipments but like other laboratories BME lab still not receive the money to upgrade and buy the new ones. About the research topics, Mr. Huan said that they are still academic ones and cannot be applied in the real life. He and his students who are researching hope that their researches can be accepted by some companies or organizations to get the fund for continuing researching and purchasing new modern equipments to serve the research process.
Both two lecturers recommended that when participate in doing research, students should have an enthusiastic attitude. The lab’s conditions are not good as expected, but if students really want to do research they can get more knowledge and experiences. 
Discussion
Our hypothesis, the situation of laboratories would be better for all research of students in SET because of following previous newspapers that we read before and our subjective view. Obviously, it was only the initial identified speculation. However, it is reverse when we showed the crucial figures gathered from students and interviews with instructors at the three different laboratories in SET. 
The conclusion is subject to the following conditions and limitations: (a) our study was done in short time so that we couldn’t survey all of students and instructors in SET; (b) many students didn’t want to cooperate to our group in the research;(c) instructor’s busy is responsible for lacking of our objective measurement because we could not get detail information about their participation in laboratories; (d) it is limited that we only surveyed the three laboratories in SET. Therefore, we can’t assess situation of different major’s laboratories. 
The finding indicated that the situation of laboratories is going down by statistical figures. The percentage of students, who have participated to laboratories, has decreased from K53 to K55. With students not participating to laboratories, there are three main reasons why they have not joint to laboratories: it has not fund for research so that students face to spend to research themselves, students must spend much time for class and graduate projects and other is that lack of experiences is obstacle. However, directly affecting of laboratories to the students is cost and percentage of them is significant. Although percentage of students, who participated to laboratories and satisfy with equipment and materials, is more than fifty percent, the high cost of studies affected to the student’s satisfactory. 
Furthermore, the interest of instructors affecting to student’s enthusiasm that is not a lot because of their busy. These things showed that laboratories do not fulfill the researching exigency of students completely so that many students are not enthusiasm with researching in laboratories. On the other hand, interview to instructors shown that self-study method of students is weak day by day, it might be that the students are lazy or instructors don’t guide the students the fit ways to access scientific problem.
Recommendation 
From result of questionnaire and requirement of students, recommendations are given to improve quality of laboratories. It should establish a fund in laboratories to support students carrying out research so that they don’t worry about cost for study. Furthermore, school should invest additional equipment so that it fulfills enough use in practice of students, if necessary, school can importune investment from other sources, for example, from government, from society, from university and forth. The old equipment in laboratories should be displaced by the newer ones in order to fulfill precision in technique. It should construct small libraries in laboratories so that they help students not spend much time to find materials themselves, the necessary and specific documents will be add to the libraries so that students can read detail about their major or find guidance for equipment in laboratories quickly. It should establish research clubs for students and instructors who can meet together and exchange knowledge, following that, students will have brilliant views in research and will be orientated specifically how to research, how to organize, how to work after undergraduate. 
Additionally, instructors can interact to students, they know situation of student’s research to take some policies in order to make laboratories better. Finally, school should have propaganda for students about studies, information about school’s laboratories that students can join frequently. Specially, the best way is that school should hold contests about researches for students, who can participate to get experience, improve ability in research. It not only forms the interesting playground for students but also is good propaganda in order to students get necessary information. The recommendations is to affect to laboratories better, however, it doesn’t have the better ways than student’s passion and sedulity.
The study shown the real situation in laboratories in SET, it is toward to decrease quality, but other study should expand to study at all laboratories in HUST in order to be more precise.
